Every so often new moons are discovered for the outer dwarf planets. Ceres is the only dwarf planet located in the asteroid belt and has no moons surprisingly. The first 4 moons listed, the Galilean moons, are viewable naked eye under dark skies, while Amalthea can be be viewed in 8- to 10-inch telescopes.

OPEN LETTER TO THE WIKIMEDIA FOUNDATION BOARD OF TRUSTEES FROM THE ENGLISH WIKIPEDIA ARBITRATION COMMITTEE On 10 June 2019, the administrator Fram was banned from the English Wikipedia for one year as an office action initiated by the Wikimedia Foundation’s (WMF) Trust and Safety team (T&S). The Arbitration Committee (ArbCom) has followed with concern the English Wikipedia community’s reaction to this action. If Fram’s ban—an unappealable sanction issued from above with no community consultation—represents the WMF’s new strategy for dealing with harassment on the English Wikipedia, it is one that is fundamentally misaligned with the Wikimedia movement’s principles of openness, consensus, and self-governance.

Something interesting happens when we make this adjustment to the estimator — the average estimate across all simulations exactly matches the total number of tanks, 1000. Our first estimator, the maximum serial number of the captured tanks, turns out to be the maximum likelihood estimate (MLE), and its adjustment is the so-called minimum variance unbiased estimator (MVUE). Instead of setting a fixed value for the total number of tanks, with probabilistic programming, we define a prior distribution that encodes our apriori beliefs and knowledge about the parameter(s) of interest.

My mum seemed to comprehend the seriousness of whooping cough, but she didn’t seem to grasp that there was a connection between vaccinations and me getting preventable diseases.

Enough people have tried to find efficient factoring algorithms that we can be confident the problem isn’t easy, but there’s no reason to think it’s impossible. These functions interpolate between L (n) = nc and L (n) = (log n)c.

Until the 1970’s, the best algorithms known for factoring all had running times of the form L (n) for some constant c. Some people suspected that this was the true complexity of factoring, but in the late 1980’s the number field sieve reduced the running time to L (n).

User interaction can be delayed if the browser’s main thread is busy executing JavaScript, so optimizing bottlenecks with script execution time and network can be impactful. Previous versions of Chrome supported streaming parsing and compilation where the script source data coming in from the network had to make its way to Chrome’s main thread before it would be forwarded to the streamer. This often resulted in the streaming parser waiting for data that arrived from the network already, but had not yet been forwarded to the streaming task as it was blocked by other work on the main thread (like HTML parsing, layout, or JavaScript execution).

As hinted by its name, URL Pages works by storing the entire contents of a web page in the URL. The rest of the URL Pages program is responsible for translating between web page code (HTML/CSS/JavaScript) and an “encoded” URL. Web pages in URLs are definitely not how things on the web were meant to be done, so don’t be surprised if trying to use URL Pages causes unexpected issues.

Electric cars: New vehicles to emit noise to aid safety

New electric vehicles will have to feature a noise-emitting device, under an EU rule coming into force on Monday. All new types of four-wheel electric vehicle must be fitted with the device, which sounds like a traditional engine. Alternatively-fuelled vehicles made up 6.6% of the new car market in May, compared with 5.6% during the same month in 2018.
