Federal agencies began adopting patches in the 1970s, according to Raymond Sherrard, a retired special agent with the IRS’s Criminal Investigation division. It contains thousands of color photos of federal agency patches and was compiled by Sherrard with the assistance of hundreds of collectors, law enforcement officers and organizations.
